Born on December 20, 1921 in Audubon County, Clifford was the son of Nicholas and Matilda (Stangl) Romey. He spent most of his lifetime in the Templeton area and attended Sacred Heart School. In 1943 he enlisted in the United States Navy and was one of the first active servicemen in the Construction Battalion (SeaBees). Clifford served in Australia with stops in Borneo, New Guinea, Sumatra and ending in the Palawan Islands in the Philippines. He was honorably discharged in 1945. Upon returning from the military he was united in marriage to Beatrice Schwaller on January 18, 1947 at St. Mary’s Catholic Church in Omaha, Nebraska. They made their home in Templeton where they raised their six children. While working in the Civilian Conservation Corps at SpringBrook State Park in Guthrie County he acquired his skill as a brick mason and continued working with his father-in-law John Schwaller in Templeton.
